Path Forward Meeting: 08-25-2010

I.  Update on Com. Center Staffing Levels

A.  Com. Center is now fully staffed at 14 positions.

 

II.  Status on Stolen Vehicles, Missing Persons, ALS, and Towed vehicles.

A.  Com. Center has made several entries into LEADS regarding these categories.

B.  No new categories (i.e.: wants/warrants/stolen firearms/stolen items/ETC) are being entered at this time.  Maybe in the future.

C.  Only 3 ALS entries were made into to LEADS so far this summer.  Don't forget about this feature.

IV.  Com Center Update

A.  New phones have been installed in the Com. Center.  Apparently out-dated phones were causing static on lines and dropped calls.

B.  MARCS Recorder- A new recorder was installed to record radio traffic on all the Call channels, DNR Com Channels, all LE talkgroups (this includes all Park Region LE, Wildlife District LE, and Watercraft District LE talkgroups).  Supervisors can request these recordings in a wav file or on cassette tape.

C.  When requesting Point of Sale information, advised Com. Center what you are looking for (i.e: fishing license for 2010, deer permit for 2010, etc)

D.  When logging on by radio advised Com. Center of your area so that information can be entered into CAD (i.e: Facility, County, body of water, etc)

E.  It is against LEADS policy to confirm warrants that are outside the pickup radius.  Also remember that hit confirmations take time.  The agency has 10 minutes to respond and it usually takes a couple of minutes to send them.  Be patient.

F.  When asking for CCH, a valid reason must be given.  Court or Investigation is not enough.  A specific valid reason is needed.  Case numbers are always good.

 

V.  LEADS Update

A.  LEADS recertification will occur in Jan/Feb 2011 for those that are expiring.  The training will likely be at the OSP academy.  A list of officers requiring recertification will be sent out soon.

 

VI.  New Items Discussed

A.  Addition of new facilities- Wingfoot, Vinton Experimental Forest.  These new facilities will need to be entered in the system and have facility numbers assigned.  Will require an update of Datamax (software used on MCT to run MARCS).  This will take some time. 

B.  Datamax update- While updating Datamax with the new facilities, we will take advantage and try to get other issues updates (i.e: add more incident types)

C.  There is an issue with Watercraft files obtained by LEADS.  Until this issue is resolved, all information should be checked through WIS.

D.  Point of Sale- will be web based soon.  This will allow air card users to run POS information from the MCT.

E.  OSP Aviation:  Anyone that is hearing OSP aviation bleeding onto other talkgroups should report the problem to Dean Bolton ASAP.

Path Forward Meeting: 01-13-2010

I.  Update on Com. Center Staffing Levels

A.  One dispatcher position has been posted and will hopefully be filled before summer. 

B.  There is hope to add 2 more PTP in future.

 

II.  Status on C/56, C/38, ALS, and Towed vehicles.

A.  As of 11-01-2009- Officer have the ability to have ODNR com Center to enter Missing Persons, Stolen Vehicles/Watercrafts, Towed/Immobilized Vehicles, and Administrative License Suspensions into LEADS.  Contact the Com. Center for the forms.  All Entries must be validated monthly at the field level.  The LESO's for each division should set policy on the validation.

 

III.  Com Center

A.  Provide as much info as possible when responding to a call (i.e.: Address, City, TWP, County, etc.).  Also provide as mush information about the call as possible.

B.  The Com. Center would like to be notified of all project ahead of time.  This is so they can schedule accordingly to make resources available or at the very least they are aware of what is going on in the event of an emergency.

C.  Use phone/email if you have a lot of information to run (as long as it is practical) and you have easy access to phone/internet.  If not, continue to use radio as in past.

D.  When signing in as a double unit, sign on either by MCT or over the radio with your vehicle number.  Then advised Com. Center by radio that you will be a double unit, unit number you will be double with, and their vehicle number.

VI.  MCT Issues

A.  As we are all aware, there are some issues with the October MARCS upgrade that causes error messages on the MCT.  Do not call Help Desk on known issues.  Continue to call on all new issues.

B.  Air Cards

1.  Air Cards are being issued by divisions.  Watercraft and Wildlife already have these or will be getting them soon.  Parks and Forestry will not be doing this as a division. 

2.  Air Cards allow the MCT to connect to the MARCS system on or off the docking station, when in air card coverage.  When connected, data has proven faster.  They also allow email access and internet access to .gov websites. 

 

VII.  Radio Issues
        A.  "Machine-Gun Sound"-  If anyone hears this sound, contact the Com. Center ASAP with the talkgroup  (channel), date, time, location, MARCS tower, and any other pertinent information.
        B.  Reporting Audio Problems on MARCS Radio

Beginning May, 21, 2008 the ODNR Comm. Center will begin to enter ALS information into Ohio LEADS system. Officers will need to provide the communication center staff with all information required by LEADS for entry. Chris Webb will be getting the documentation together on what LEADS requires for entry and we will forward it out for distribution to field officers. Any questions please let me know.

ODNR Codes and Signals List

Starting May 1st New procedure for ODNR Dispatchers regarding HOT HITS, TOWED VEHICLES, AND SIGNING ON/OFF DUTY.

HOT HITS:

When a HOT HIT is received by the ODNR dispatchers, they will ask the officer, ARE YOU CLEAR FOR TRAFFIC?  This should allow officers time to separate themselves from the suspect.  It will also allow the dispatchers time to read the warrant carefully to properly proceed with the incident. 

 

TOWED VEHICLES:

The ODNR Dispatchers will also handle towed vehicle reports.  If an officer tows a vehicle they can make a report about it and the dispatcher will make a call card.  This will help for future reference and to assist the owner in locating the vehicle.

 

SIGNING ON/OFF DUTY:

Make sure that if you sign in on your shift, you must sign out.  Dispatchers will be doing follow ups to check your status.  If you do not want a call at 2 AM, please provide the dispatcher with the proper sign on and sign off procedures.     

April 18th is the next meeting date between the E-board and the MARCS Administrators. 

     The Lodge 149 Executive Board met with the MARCS Administrators on March 13th, 2007. The meeting was productive and both the FOP and the MARCS Administrators committed to trying to resolve problems with the Statewide Radio System. Another meeting is being scheduled for early April. More details at the April Lodge meeting!
